THIS IS YOUR UNITED WAY
(1946-1956)

According to some of Dalton’s civic leaders, the Whitfield Community Chest, now our United Way, was actually organized in 1946, but no records are available prior to 1952. A petition for a charter to incorporate the organization was made that year, the petitioners being Arthur Richman, R.G. McCamy, W.M. Whiteside, C.W. Moore, Jr., S.W. Dendy, L.A. Lee, Ira Nochumson, O.R. Strain, Albert Hodge and Carlton McCamy. The charter was signed August 25, 1952, for a term of 35 years.

R.G. McCamy was elected chairman of the organizing Committee. Officials subsequently elected to guide the affairs of the organization were:

- Ira Nochumson, vice-president
- J.P. Turner, Jr., secretary
- Jim Steed, treasurer

The goal was $55,000 for the support of eight agencies.

1953
A.L. Azhary, Jr. and Dan Amaker were chairmen and Ira Nochumson and W.M. Barganier, president and vice president. The goal was $65,000 and the United Defense Fund became a member agency. According to information given United Community Funds and Councils of America, $60,500 was obtained.

The following year, with David Hamilton and Tom McKoy serving as campaign chairmen, the goal was $65,000 with $61,000 realized.

1955
the officers were W.M. Barganier, president; Tom McKoy, vice president; J.P. Turner, Jr., secretary; and Fred Tarpley, treasurer.

Campaign chairmen - Marion (Pete) Simms and J.L. Knight.

The goal that year was $67,500 and, according to a news item dated October 13, $61,500 had been reported and confidence expressed that the remainder would come in.

Was under the guidance of Clarence Johnson and R.G. McCamy with a goal of $67,500, over-subscribed by $1,700.

1956 Officers :

- Fred Tarpley, treasurer.

Community Chest funds at that time supported 8 local agencies. The Chest, as does our United Way, always maintains an open door policy, welcoming the application for admission of any agency which meets the prescribed standards.

Generally speaking, the standards are:

› The agency must perform a needed service.
› A local private organization must have a responsible board of directors.
› It must accept the allocation of funds made by Community Chest but with a privilege of appealing for a re-determination of such allocation.

› Conduct no benefits, campaigns or solicitation for financial assistance except where mutually planned and with the consent of Chest board of directors.

› Cooperate with other agencies in preventing duplication of effort.
› To undertake no new lines of service or substantial expansions of services except with the consent of the Community Chest.

› To keep accurate books and records of account.
› To file at the end of each fiscal year a copy of audit report.
› To give full respect and support to the annual drive.
› To conduct intensive year round program of interpretation and education.
› Accept and abide by the provision that the Community chest will not assume responsibility for operating deficits which are incurred beyond that approved in the annual reviews and allocations process.
